1. Security and Safety of civil aviation In the scope of management and of exploitation of airports open for the public aerial circulation two major requirements are made for the state by OACI. - REQUIREMENT OF SECURITY : the security certification of airport field used for the international flights in accordance with the norms and recommended practice from the annex 14.
- REQUIREMENT OF SAFETY: the elaboration of safety program of the airport (SPA) in accordance with the norms and recommended practice from the annex 17.
It’s in 1974 that the organization of international civil aviation puts definitively an end to the legal debate on the opportunity to include in the annexes in Chicago convention the safety in the security it created this year the first edition of the annex 17 dedicated exclusively to the safety of civil aviation.
2. Safety and Security: what’ the difference? The safety: is combination of measures and human means and materials aiming at protecting the civil aviation against the illicit acts of intervention (acts of voluntary malevolence committed by the individuals). By measure it must heard the dispositions and the procedures to apply for the international level, national and local (airport) , by human means the staff formed in accordance with the national program of training to the safety of civil aviation. The material means: portique magnetometer, RX, chien, télésurveillance etc…………………………. The security: in relative with the prediction of accidents’ risks by the application of exploitation rules of aircrafts of airport installations (we hear by closure installation, visual aids, runways, drainage network, buildings etc………)
