EGSA Creation

Algiers EGSA “Establishment of Management of Airport Services” was created by the presidential decree n° 173- 87 of August 11th, 1987 and known as a public establishment of industrial and commercial character (OPIC), provided with missions of public services by the executive decree n° 91-150 of Mai 18th, 1991.
Under the supervision of Transport Ministry, its vocation is reckoned shopping; it manages, develops, and exploits the airports open for the public airline circulation.
“Establishment of Managment of Airport Services” intervenes also in the managment of eighteen (18) Airports situated in the centre and the centre-south of the country. They are the following Airports:

  • Algiers, H. Boumediene
  • Bejaia, Soummam Abane Ramdane
  • Hassi-Messaoud, Krim Belkacem
  • Ghardaïa,noumerate Moufdi zakaria
  • Tamanrasset, Aguenar-Hadj bey akhamokh
  • Ouargla, Ain beida
  • In-Amenas, Zarzaitine
  • In Guezzam,
  • In Salah, Tafsaout
  • Laghouat, Moulay Ahmed medeghri
  • Hassi R'Mel , Tilrhemt
  • El Oued, Guemar
  • Djanet, Tiska
  • Touggourt, Sidi mahdi
  • El Goléa, El menia
  • Bou saâda, Ain eddis
  • Chlef, Abou bakr Belkaid

In November 01st, 2006, a subsidiary of Algiers EGSA named Company of Management of Aerial Services and infrastructures (SGSIA) Algiers Airport has been created under the form of public economic enterprise (EPE/ SPA).
Paris Airports (ADP) manage this company according to the model of management delegated(Contract of management of (04) years).

Historic of EGSA

Algiers Airfield, commonly named “White House” has been created in 1921 by the service of airline navigation enlarged in 1926 by the naval aeronautic which contributed in 1942
to the construction of the actual east-west runway.
  • In February 21st, 1962, OGSA (Organism of management and aeronautic security of Algiers) has been created.
  • In January 01st, 1969, a fusion of Airport managers group, of ONAM “Office of Aerial Navigation and Meteorology” and the EPAA, give birth to ENEMA “National company for exploitation and Meteorology” erected into National Enterprise of socialist nature.
  • In 1974, the meteorology is erected by its turn into two establishments:
  • ENGEA “National Establishment of Management and Airport exploitation and ENESA “National Establishment of Exploitation and Aeronautic Security”.


 
At the same time, in July 30th, 1983, the Central Direction of Airport Buildings charged of Management and Exploitation of Airport Buildings is created, which is related to the
National Company of Aerial Transport “Algiers Airlines” manage all the Airport Buildings till 1987 and this is at the place of ENGEA.

  • Holder of Baccalaureate (June 1973), Secondary School Rédha Houhou of Constantine.
  • Qualified from the National School of Administration, Algiers. (Promotion June 1977)
  • Qualification of post graduation in management, DMS (BUCK’S COLLEGE, ANGLETERRE.) 1979.

Specialized Formation:

  • IATA certificate in aero politics in 1984.
  • Visit of study and of familiarisation with Houston Airports (USA) October 2005.

  • From April 16th, 2005 to today, General Manager of EGSA (Establishment of Management of Airport Services of Algiers).
  • President of Board of Directors of EGSA Algiers, (PCA) (Establishment of Management of Airport Services of Algiers) from April 3rd, 2005 to September 2005.
  • From December 4th, 2004 to April 16th, 2005, charged of synthesis studies CES, councillor for the Minister of Transports.
  • From October 2003 to October 2004, representative of Algiers in the council of the international civil aviation organization (ICAO) in Montréal Canada.
  • From October 2000 to October 2003, General Representative of the Algiers Airlines Company in Paris, France.
  • From November 1999 to October 2000, division head in the general direction (Grade DGA) Algiers Airlines.
  • From 1997 to October 2000, Administrator proxy at the national office of tourism (O n a t).
  • From June 1996 to November 1999, head of commercial division (grade Deputy General Manager commercial) Algiers Airlines.
  • From November 1995 to June 1996, regional manager Algiers centre in Algiers Airlines.
  • From November 1994 to November 1995, assistant of the commercial manager of Algiers Airlines.
  • From February 1992 to November 1994, regional representative Algiers Airlines in Dakar, Senegal.
  • From October 1990 to February 1992, regional representative Algiers Airlines in Lile France.
  • From November 1988 to October 1990, regulation and rate sub director in the commercial direction Algiers Airlines.
  • In 1982, head of rates’ section in the commercial direction.
    join Air Algeria Airlines in December 1981, as an executive charged of studies in the commercial direction.
  • Staff and formation manager at the national organism of the scientific research (ONRS) from September 1980 to December 1981.

Since its creation, The Algiers Establishment of Management of Airport Services has known six(06) General Managers who are ( by order of activity):

  • Mister DJERIDANE Hamza: General Manager from January 1st, 1987 to May 08th, 1992.
  • Mister RAHNI Makhlouf : General Manager from May 09th, 1992 to January 28th, 1995.
  • Mister OTHMANE Amar: General Manager from January 29th, 1995 to July 31st, 1996.
  • Mister BELKHEIR Bouharkat : General Manager from August 01st, 1996 to July 05th, 1998.
  • Mister BERERHI Naktal : General Manager from July 06th, 1998 to April 15th, 2005.
